Anyone in Italy who hosts paying guests, in a hotel, a B&B or a holiday home, must send each guest’s personal details to the police headquarters (Questura). It is done online through Alloggiati Web, the State Police portal. It is not a formality: skipping it is a criminal offence. Here is how it works, from the beginning.

Who has to register guests

The obligation comes from Article 109 of the Consolidated Public Security Act (TULPS) and covers:

  • managers of hotels and all other accommodation: B&Bs, guest rooms, holiday homes, campsites;
  • anyone who lets a property for less than 30 days, private individuals included: since 2018 Article 19-bis of decree-law 113 has extended the obligation to landlords and sub-landlords of short lets.

In practice: if you host someone for a few paid nights in Italy, it applies to you.

By when

The portal is clear: guests’ details must be sent within 24 hours of arrival. If the stay is shorter than 24 hours, they must be sent on arrival. You don’t wait for the weekend or for the guest to leave.

ID documents and identification

You may not accommodate anyone who does not show a valid identity document: the same Article 109 says so. The details are taken from the document, not from a booking.

Remote check-in has been a long battle. A Ministry of the Interior circular of 18 November 2024 asked for guests to be identified “de visu”, that is by looking at the person and comparing them with the document. The Lazio Regional Administrative Court (TAR) annulled it in 2025, but the Council of State, in ruling no. 9101 of 21 November 2025, reversed that decision and upheld the circular.

Early readings of the ruling indicate that the visual check can also be done remotely, as long as it happens in real time, for example on a video call, while a key box with a code alone is not enough. Before changing how you check guests in, ask the Questura for confirmation: some towns also have their own rules on key boxes.

How to get credentials

Alloggiati Web credentials are requested from the Questura of the province where the property is: for Gaeta, Formia and Sperlonga it is the Questura di Latina.

  • you fill in the Questura’s request form and attach the documents it asks for;
  • many Questure only accept requests by PEC (certified email), others in person: the procedure varies from province to province, so ask for the current form;
  • the Questura sends a username, a temporary password and the property code.

If you lose your password there is a recovery function on the portal; if that is not enough, ask the Questura for a reset.

How to send guests’ details

After logging in you fill in a record (“schedina”) for each guest, with their personal details and document data. For families and groups the document is recorded for the head of the family or group leader, and the other members are entered with their personal details. Everyone must be registered, children included.

Hosts with many guests can upload a file or connect their property management software, which the service supports.

The receipt: download it and keep it

For each day of submissions the portal issues a receipt. It is your proof that you met the obligation:

  • it can be downloaded for 30 days after it is issued;
  • it must be kept for five years, digital copies included;
  • if you can’t find it, the “Analisi invii” function shows what was sent: a missing receipt means no record was sent that day.

Penalties

Failing to register guests is an offence under Article 17 of the TULPS: arrest of up to three months or a fine of up to 206 euros. It is a criminal offence, not an administrative fine, and the Court of Cassation has confirmed that it remains so.

Not to be confused with

  • statistical data for the Region: arrivals and overnight stays for ISTAT are reported to Regione Lazio through the Ross 1000 system. It is a separate obligation with its own rules;
  • the tourist tax, paid to the municipality;
  • the CIN code, which must be displayed outside the property and in every listing.

The most common mistakes

  • putting it off until the weekend: the deadline is 24 hours;
  • forgetting a guest who arrived later, or the children;
  • copying the document number or type incorrectly;
  • not downloading the receipt within 30 days.

Where we can help

Many check-in questions come before the trip: which documents are needed, what time to arrive, what to do if you arrive late. In the ENEA Cloud Welcomebook you write these rules once and guests read them in their own language before they leave. On arrival, check-in is quicker for you and for them.

Frequently asked questions

Do I have to register children too?

Yes: all guests must be registered. For families the document is recorded for the head of the family.

Does it apply if I let a single home for a few days?

Yes: since 2018 the obligation also applies to lets of less than 30 days, even between private individuals.

By when do I have to send the details?

Within 24 hours of arrival. If the stay is shorter than 24 hours, on arrival.

How long must I keep the receipts?

Five years. The portal keeps them available for 30 days, so it is worth saving them every week.

Can I check guests in without seeing them?

Since the Council of State ruling of 21 November 2025, identification must be visual, at least remotely and in real time. Ask the Questura for confirmation for your own case.
